The obvious answer is, of course, tell the person that. Sometimes, it helps if you can come up with some specific examples, and also if you can come up with some specific suggestions for what you'd like to see change.
I doubt this'll surprise you, but I get up in the other party's face and ask what's up. Depending on the situation it can be either in a confrontational or information-gathering mode, but I want to know the why before I decide what to do about it.
Sometimes I try to talk it out. Sometimes I get passive-aggressive about it, by leaving the things I'm being taken for granted about undone. Depends on how mature I'm feeling and how much conscious thought I'm putting into it. Unfortunately, the latter is the default.
