I was so disgusted by 93 that I jettisoned television altogether until 1999 (I got one free for test-driving a car-- I still have it). On the rebound, though, I have picked up on the magnificent The Tribe, which far supersedes anything I've seen of American TV in the nineties.
I loved all of these shows. (Except Sifl & Olly--never heard of it.) However, I didn't start watching the Daily Show until Jon Stewart took over (and well into his tenure at that).
Sifl & Olly was an absolute genius show that ran for a couple of seasons on MTV in the late 90's. There's a few clips on googlevideo, although I'm not sure that a clip or two can capture the pure wacky whimsical brilliance of the show.
I wonder if there are any of the old daily show clips floating around. It was heavier on the correspondent's segments back then, less political to be sure, but still very satirical on the news.
I forgot about: Cybill Mystery Science Theater 3000 Futurama Dinosaurs Highlander Ellen Cupid Absolutely Fabulous Red Dwarf thirtysomething The Flash Northern Exposure Wings Lois & Clark: The New Adventures of Superman seaQuest DSV Spy Game The Pretender
New Zealand post-apocalyptic teen drama. Rarely seen in America thanks to two of the worst distro deals ever seen, but is now available (season one, at least, the rest are coming) on DVD. Detilas should still be findable at entercloud9.com, I believe, and a bunch of clips (assuming no one's C&Ded them) are up at youtube.

3rd Rock from the Sun was hilarious.
I admit to watching Xena, but I kind of trailed off as the series started to come to a close.
And I obviously still watch South Park. Hard to believe it's been on for ten seasons.
