well, at least the house is planning to waive it right now. But depending on how natural disasters are specified and how "forced to withdraw" is defined this might makes sense. I'm sure it's just part of the list of why students who do not actually go to school must give back the money if they do not in fact use it for school. This is assuming the school gives them back any money they already paid for tuition...

It would probably be better if there was just a time limit put on it, like "students who are forced to withdraw from school due to natural disaster must repay their pell grants if not re-enrolled in school in ___ amount of time."

But Pell grants are not intended to be open gifts of money. They are intended to pay for school.
