They got the first 2 sentences backwards. Corrected:
On Sunday, Iraqi government bodyguards opened fire on a group of employees demanding higher wages, killing one person. The next day, the interior minister warned citizens not to hold protests, on the pretense that the gatherings were an invitation for a large-scale terrorist attack, rather than another attack by their own "government."
That's what you get when you force "democracy" down the throats of a people who don't really want it. "Hold free elections or we'll continue kicking your ass!" Feh! This whole pretense of "setting up an independent local government" is crap. Substitute the word "puppet" for "independent" and it's closer to reality, and I suspect that's why the populace is pissed.
