In the immortal words of the great George Carlin, "The public sucks."
Phone rings.
Caller: Someone left a message at my home number this morning?
Me: Yes. Looking over your application, I noticed that you had neglected to fill in your Social Security Number.
Caller: Yes, I did that on purpose.
Me: I understand that. However, in order to process the application, we need to run your credit report, and we need your SSN in order to do that.
Caller: Well, I'm shopping around for a loan right now and I can't have too many hits on my credit report, because that makes my score go down.
Me: I understand that. But we can't process the loan without the SSN.
Caller: Well, I'd initiated the loan process with XXX Company, but they added on qualifications after the loan was approved, and I'm trying to avoid that. And since I'm going through them, my credit was recently pulled, so....
Me: Well, all I can tell you is that I will give your application to my owner, who has the final say on all applications. My owner is out of town until the beginning of next week. But no one can process your application unless we can run your credit.
Caller: I won't give you my SSN unless you can guarantee me that I will qualify for the loan.
Me: We can't give you a pre-approval without processing your application, and we can't process your application without your SSN.
Caller: Well, I wanted to know if I qualified before next Wednesday, because I'm already into the building process and I'm facing a deadline on the 30th, or I'll be hit with these fees.
Me: ... I will give your application to my owner when he gets in at the beginning of next week. You'll hear from him next week.
Caller: All right, fine.

I talked to people at the credit reporting bureaus (Experian, Transunion) about that directly, and not more than six months ago.
