Why is it that when someone, like Nancy Pelosi, criticizes the President, she's seen as criticizing the troops?

The President and his men need to stop using American soldiers as a political shield.

That is so well put and I think cuts right to the core of why the reflexive "support our troops" statement irritates me so much.
