1. Supervisors are accountable for the actions of the people underneath them.

2. The prisoner abuse photographs are the tip of an iceberg of permissiveness and tacit approval for torture and mistreatment of prisoners, in Iraq and at Guantanamo.

Heh. I didn't want to put too many choices in the question; I wanted it as straightforward as possible.

I do believe that Bush should be impeached. But if Rumsfeld were impeached, perhaps that would get the ball rolling. (Articles are being drawn up in Congress right now.)
