It's thought that he rigged the elections.
It's not that the Aristide government is suspect but democratically elected, it's suspect that his government was democratically elected.
And I'd much rather France (or somebody else besides the US) mop up in Haiti. Iraq went so poorly despite plenty of time to plan; imagine how Bush and Rumsfeld would do without even time to make plans to ignore?

I simply am trying to see it from the citizens' perspective--that they are supposedly in a democracy, so the rebels must be seen as domestic terrorists. The fact that the US went to war to stop a terrorist state in the making but will not lift many fingers to halt an actual terrorist action must make many Haitians very angry.
