Hmm. On the surface, I can see why people feel the need to distribute condoms in such STD hotbeds such as prisons. On the other hand, I see that no one is actually addressing the problem of prison rape. That is unfortunate.

Date: 2002-02-25 09:48 pm (UTC)In order to address prison rape one would have to reform the whole prison system, including the authoritarion/fascist methods used by prison guards to keep the prisoners under control. And that's a lot harder than handing out condoms.
