From what I've heard about upstate townies, this doesn't surprise me at all. Like the red states on a national level, upstate NY could not survive without state redistribution of downstate income, yet they act as if they are the benefactors rather than the beneficiaries. And upstate NY small town Republican party machines are as or more corrupt than any big city Democratic party organization.
