So let me get this straight...

The article is written very matter-of-factly. You have to read between the lines to realize that somehow this jerk brandished his penis and somehow tried to use it as a weapon in the female officer's face. How did he do this? Did he pin her to the ground? I'm pretty sure she didn't kneel in front of him while he was sitting on his couch.

Somewhere, I think the police dispatcher should have said to the girlfriend "...and he's sitting on the couch, drunk in his underwear... and what exactly is he doing that should require a police presence, and expenditure of taxpayer dollars?"
That they did not, and that the article suggests no cause for a police presence, says a lot. If we were talking about someone who was drunkenly threatening others, that would be different. If we were talking about a civilian guest in his home being assaulted, that would be different. This just stinks of incompetence all around.
