The school shrinks are encouraged to churn out results, which means grades and less disruption, and the families dont have the time to take the children to frequent, long, and expensive therapy sessions, due to more demanding work hours (ironic how the poorest often work the hardest- take that Ayn Rand).
Medication is covered by state and federal medical aid for struggling families, so they hand it out as a solution since it is one of the few options the family can actually afford.
