Well, I think that a lot of people put on the spot would hem and stutter. I don't think this is a fair assessment of this woman's intelligence, she may be just a crappy public speaker. She looked really nervous.
I have had stage fright before, and I've stumbled over my words. Heck, that just happened at my brother's wedding (when I wished the happy couple well). But never did I forget where one sentence started and the next one ended. She was just regurgitating proper nouns in the hopes that what she said was impressive. It was impressive, all right.
