The police have a job to do. They are supposed to find a person to blame for a crime. Most don't seem to care if its the right person, as long as they have a person so they can close their case.
Their job is to find out who committed the crime. The word "blame" makes me think of the game hot potato. Anyone can end up with the hot potato, but evidence points back to the person(s) who heated it up in the first place.
What the article illuminated for me is the fact that forensics can only go so far. Scientists can only attest to the evidence presented to them; they cannot be detectives of the detectives.
While I agree, that is supposed to be their job, once the police have a suspect they don't usually like to give them up. It is a game of hot potato, the one who seems most guilty typically goes to court.
