I think much of social promotion 1) happens at earlier grades, so as not to separate a student from his or her original class, and 2) occurs mainly from fudging at the teacher level. The fact that higher administration officials got involved, in the manner in which they did, suggests that this case is worse than the norm.
Cynicism is no substitute for outrage. This case is indeed outrageous.
