The article seems to be saying congress in ineffective, but on the Supreme Court, Alito and Scalia don't believe in judicial review, Thomas and Roberts haven't said as much but basically always vote with Bush, and Kennedy votes with those four way more often than not.

A step like this leaves two options: the Congress wrings their collective hands and gives up, allowing Bush & co. to do whatever they want without question, or they impeach Bush and Cheney.
