28% is his recorded low on the issue of "How he is handling the war in Iraq".

As far as I know nothing with a large sample size (over 1000) has been below 30%.

Well after more reading, apparently the 28% is the approval rating of his handling of the war. That 28% approve shows the utter lack of any standards or critical thinking in the populace.
