Wasn't that what they tried to impeach Andrew Johnson for?

Johnson was impeached, but was not convicted (escaped by one vote).

Actually, Johnson was hugely at loggerheads with Congress and was seen as impeding the nation's will. That he was willing to openly transgress against a passed law meant that he was baiting the Congress to impeach him.

It's very strange, running into people willing to defend Johnson. He is widely regarded as one of the worst presidents in history.
