As I was telling lameautarch, the Constitution provides for the impeachment of a single person or a group. So Cheney and Bush can be impeached as a team (which would make sense, as they share presidential power).
Cheney's connection (or lack thereof) to reality is fast becoming a dark joke in political circles.
