Regarding the first question -- I wish it meant they were shooting themselves in the leg, but let's face it: this incident proved just how far the international community is willing to cut them some slack -- or even support them! -- in their sovereign "defense" strategy.
The whole situation is a tipping point, definitely, but I don't think anyone can say for certain how the spinning penny's going to land.
