I'm not exactly sure what you mean... DeLay intentionally waited until after a particular deadline to withdraw from Congress in order to make it so that the Republican party could install someone as a candidate instead of going through the primary process (IIRC). I'll have to go back to older articles to verify exactly what shenanigans they were attempting to perpetrate.
