I think I'd make an exception for him, since he regretting using them for the rest of his life, and back then no one had nukes to use against us.
Using nukes today just sends a message that our leader is out of control (in case anyone didn't notice all the other f*ck ups he's done). I wouldn't be at all surprised to see a global movement against the U.S. should we use nukes, especially as a first strike.
