I still don't think so. Bush is being scuttled; he's the scapegoat, the fall-guy. So the next NWO shill can step in and "save us" from his fascism, conveniently branded to Bush personally, rather than an entire political system. And of course, like Clinton and Carter, the new shill will take a mild step left, which will seem significant, but really isn't against Bush's two steps right. It's a dance right out the door. And we're already onto the sidewalk.
Why would Bush know? Or order it? Do you think he comes up with strategy? Do you think anyone lets him come up with strategy?
I think he is at least as paranoid about his possible enemies as Nixon was, so in that respect I do think he could come up with a hairbrained scheme as this (either alone or in conjunction with Cheney).
Nixon might be analogous in more ways than you think -- there's evidence that he might have been up, too.
I think Bush definitely would have approved it, but the idea itself has Rove written all over it, and I don't think Bush would want to know, for the sake of plausible deniability. Whether he really know or not, I think we'll never know -- or at least I'll never be satisfied enough with the information we're given to know. It makes too much sense for the puppetmasters to make him a scapegoat at that point.
