I don't want to justify 33 thousand people breaking a law and punishing a city due to the greed of their bosses....but 35000 dollars per year seems like an awfully difficult salary upon which to live in NYC unless you somehow own your own place.
If the transit authority had a 1 billion dollar surplus last year, they could give every one of their employees a 10 percent raise,effective immediately, and still keep 800 million dollars of it...[I realize it is not as simple as that in terms of pensions, etc., but showing a 30k profit per employee is pretty crazy.]
