They insist on imagining that the universe is expanding. So they have to invent dark matter to explain some things.
See, there's a distinct possibility that it is not distance that is expanding, but that time is contracting. A shorter second would make it appear that light from distant objects was red-shifted. Then you wouldn't need dark matter.
It is entirely possible that the length of the second is changing minutely over time. As is mentioned in the theory of relativity, time is variable.
