The officer was lucky that none of the civilians there were carrying a firearm. Plain clothes officers are trained to announce they are a police officer before drawing their firearm so people dont think they are some maniac with a gun and act accordingly, much like this guy appeared to be. The first uniformed officer who showed up was showing up in response to a report about a man waving a gun in the middle of the street. This could have escalated to be much worse.
