The senator is Lindsay Graham. He is obviously trying to paint Obama with the same brush as Carter. But there is a significant difference between 'passivity' and 'restraint'.
"If America stands for democracy and all of these demonstrations are going on ... obviously they are going to ask, do we really care about our principles?" [Chuck] Grassley said.
