That has been governmental SOP at least since the days of Harding. It's how all the best scandals work.
The people saw through it with Nixon, whose crimes, relatively, were fifth-degree misdemeanors at best. I just wish I had as much faith in America, 2006 Edition, as I would have in America, 1974 Edition.
